Partially shipped Transfer Orders can't be updated with FBDI anymore after 23C

Summary:

In previous version we were able to update partially shipped Transfer Orders via FBDI DosSupplyOrderImportTemplate.

After import we do see the to be update line in Supply Orchestration .. but after running the Process Supply Chain Orchestration Interface .. the line is gone (picked up) .. though the Partially shipped Transfer order line is not updated

Is this changed?
