Is it expected behavior that Service Admins can remove their own access from Reports?

Summary:

Service Admins can remove access from reports so the reports are not visible on UI. We have seen the Service Admins can also remove their access along with others, in the case where no one has access to the reports. Aka, they just disappear like deleting.

Content (required):

When updating reports, we would like to "hide" the old version to that users can only access the new version of the report while "archiving" the old version in the report repository.
