Enabling Job Console or Notifications

Is there a way for non-admin users to know when a business rule completes?

I saw some information on the Job Console in SmartView but I don't know how to activate that (the "More" button is greyed out - screenshot below) and I wasn't sure if that was just for admins or if users would be able to use it.

I also saw that we can turn on notifications for business rules, but would that send notifications whenever anyone uses it? Or would it notify a user only when they ran a rule?
