Increase OIC File Size Limit

Description (Required):

Currently the OIC file size limit for transferring files is 10MB. Increase the file size to 25MB.

Use Case and Business Need (Required):

At Vulcan, we have an integration between Oracle Commerce Cloud and Oracle Content Management with OIC as the middleware. Within OCC, a user can upload a file and it is then stored in OCM. Files uploaded can be downloaded at a later point in time from the OCC UI. 10 MB restricts users from uploading and downloading larger files. Both OCC and OCM can handle larger file sizes.
