How do you access the skills nexus

As an HR administrator, how do I access the skills nexus to view the system skills? I only see quick actions for skills settings and team skills center in My Client Groups. Checked setup and maintenance, as well. I've searched I've read all of the documentation and I have not seen anything regarding adding custom skills or deleting skills from the nexus, either - also curious about that.
