Does Workforce Modeling work when you do not use positions?

Hi all,
I am seeking advice regarding the workforce modelling tool. Our business are considering moving from a position HCM structure to simply using jobs and the manager hierarchy. Documentation for the workforce modelling tool indicates that this should still function using the manager hierarchy, however when we use this tool with a manager that has two direct reports (again have the job on the assignment and no position) their direct reports do not show in the model.
How exactly should this work?
