Can Phone sub section under emergency contact section on Hire an Screen be set to mandatory?

On Hire an Employee screen, under the Family and Emergency contact section, we want the Phone subsection to become mandatory only when the checkbox “This person is an emergency contact” is ticked.

Is this implementation feasible?
