Need different accesses to different groups of people - one using dept tree and one with org tree

Is it possible that a single HR role can have read write access for organization while read only access for certain department out of organization 

For example read write access for BEMT organization( a node at organization hierarchy) while read access only to TP2977( department out of BEMT organization) ?
