HR user unable to add family/emergency contact who is an employee to another employee

HR user unable to add family/emergency contact who is an employee to another employee

Content (required):

Under My Client Groups - Family and Emergency Contacts, when the HR user tries to add an employee as a contact (Emp2) to another employee (Emp1) under their care, they cannot find Emp2 in the drop down menu. When they go to the Me tab, they do see Emp2 to add as a contact to themselves. The HR user does not have HR access to Emp2 (but of course has HR access to Emp1) but that should not prevent them from doing this - is that correct?
