Error while closing Quality action with assigned relationship rule

Dear Experts,

We have created a Quality action of 'Type- CAPA-Corrective action' and 'workflow-Quality action workflow with review' from a Quality issue of 'expedite workflow' .

We have defined relationship rule at Quality Action - 'Once Quality Action is closed, Quality Issue will get closed'.

We want to know, why we are getting the below warning while trying to close the Quality Action?

Quality issue is not getting changed to 'Closed' status as per the set relationship rule.
