Pipeline as per 23.09 includes 'Move' from Inbox. Could we know about 'Move' from Outbox? OR Download/Upload File operation availability?

Pipeline as per 23.09 includes 'Move' from Inbox. Could we know about 'Move' from Outbox? We execute Data Load Rules from first POD and the output file that lands into Outbox folder to be loaded into second POD for Metadata build through Data Management. (POD to POD integration for Metadata is not supporting and always expects a File as it CUSTOM plan type and works well if we use file!)

Move is allowed from 'Inbox' but there is no operation to get it into inbox except Upload file. Hence it will be ideal if we get Download/Upload or equivalent job types for these in pipeline. Can we expect Pipeline inclusion for these file operations?
