learning how can we enroll again learners to courses they completed before?

Hello,

In learning, we have a list of existing employees, who completed in the past - specializations and courses (offering ) -

Im trying both manually and also by initiatives - to enroll those learners again, who completed the courses , but 

it doesnt work. they are not enrolled again.

purpose - many employees that have been rehired. and this prevents the learning from them.

How we can enroll again to offering and specializations learners who have been enrolled in the past and completed

the learning for those courses and specialization?
