Why can a user perform the Change Location action only on their own reports?

Hello,

our super user is able to search all people for any actions. For example, the user clicks on Change Assignment and then can search via the search bar for all employees as they have visibility across the entire population. But when the super user clicks change location action, he can only act on his own reports.

Why can't the super user change location for everyone?
