How can we change the time zone used by OAS?

Summary:

OAS uses GMT time. Our business operations and SFP are all based on Pacific time. The 8 hour difference causes gap in our Right to Cancel Letter generation and causes us to have to convert any time stamp in OAS to our local time.

We recently started generating our Right to Cancel Letter from OAS. The intent of this Letter is to capture the day's Loan Disbursements for a Student and to generate them on the Letter. The Right to Cancel Data Model delivered to us from My Oracle Support is coded to do that. However, the Letter Batch Job is scheduled to run at 11:45 PDT which is 7:45am GMT the following day. Because the Letter Batch Job is taking place one day in the future after the disbursement date, it is not capturing the Loan Disbursements.
