Reconcile Learning Assignments has stopped working

The Reconcile Learning Activities has stopped working for all courses. Is there a way to get it working again?

Content (required):

When we make a change to a title or something on a course or offering, we have to use Actions - Reconcile Learning Assignments. Normally it takes a moment and we see that the assignments are reconciled and the number on the right of the definition screen is 0. The last few days we have noticed that number never changes. It seems to not be working.

I've tested it in our TEST environments and it is working, so not sure why production would be stuck.
