Absence approval not working when manager submits the transaction on behalf of the employee

We have configured an approval rule in such a way that if manager submits sick leave for an employee it would trigger notification of approval to local hr. But this rule is not working and transactions are getting auto-approved in case manager submits the transaction. I've mentioned the rule below.
