Generate Order in Purchasing not creating order

Hi

We have a requirements where the requesters will raise non catalog Requisitions which should not be auto converted to PO. Instead the buyer should run the "Generate Program" to convert those REQs to PO.

we have done the required setups and created REQs. Now the REQs are not visible in "Process Requisitions" page. After the Generate Program is run it brings those REQs in "Process Requisitions" page. But we want that the PO should be created for those REQs which is not happening.

Can you please help us here to find what is missing which is stopping to create the POs upon running "Generate Orders"
