Attachments under Address section on Contact info screen not visible.

When we bypass the approval process of Change Personal Information, we have noticed that the attachments section under Address section on Contact info screen is not visible on screen.

When the approval process of Change Personal Information is not bypassed, the attachments section is visible. However on uploading a document through the attachment section and it has been approved, the uploaded document does not appear under the Address section on Contact info screen.

Is it the normal behavior and is there a way to keep the attachments section visible regardless of whether the approval process of Change Personal Information has been bypassed or not?
