How to query email of a user account which is not linked to any person record?

How to query email of a user account which is not linked to any person record? In this case person id can be null in per_users table and we can't join it with per_email_addresses table.

Does anyone have any idea how can we fetch email addresses of user accounts which are not linked to or do not have person record?
