Workflow notifications are not visible in the BELL icon but showing on the Worklist page

Hi Team,

May I know few users are not able to see the approval/FYI notifications under the BELL but showing on the Worklist page? Let me give you one example:

We have a role as Operations Director and the responsibility is BU+LE. We have 4 people having this role and responsibility. For all 4 people, the areas of responsibility have been assigned correctly. All people have having same Roles. 3 people are receiving the notifications on both the BELL icon and the worklist, but 1 person is receiving only on the Worklist not showing in the BELL icon.
