I am unable to create a new custom infolet under Order Management Analytics

In Oracle Fusion home page, in the bottom below Analytics, I choose "Order To Cash Infolets". The "My Infolets" button appears and shows the available infolets. Above that, the "Infolet repository" does not show up consistently. If I move away, say for example to "Plan to Produce" infolet and then come back to "Order to Cash Infolets" , the button disappears. And when it appears, there are 2 options - Create Infolets and Reorder Infolets. Out of these, the Create Infolets option sometimes is not shown. It doesn't seem to be consistent.
