Is there a way to group transfer orders by ship to location, ignoring customer ?

Summary:

Our organization consists of one main warehouse, and several local ones. We need to group shipments by ship to locations.

Content (required):

People based in local warehouses create transfer orders to have goods shipped from the main warehouse to their local warehouses.

Today several people per local warehouse create transfer orders. Eventually that creates transfer orders with different customers (because standard Oracle treats the requestor as a customer), but with the same ship to address = the local warehouse.

in our current setup shipment is created upon pick release, and I would like shipments to be grouped by ship to location, "ignoring" the customer, so that we have only one shipment per local warehouse, in order to optimize transportation costs.
