Can self-service receiving be restricted to only Amount based orders?

Can the Requesters be restricted to receive only Amount based orders and not quantity based orders?

Quantity based orders can be received from Receive Expected Shipments and we do not want Requesters to be able to receive them through Self-Service Receipts.
