Ability to reject change order if PO is in closed Status

Summary:

Since we are on Self-Service Procurement, end-users make changes on a PO which was already Closed. Business wants system ability to restrict any changes on a Closed PO.

Upon checking attributes for Purchasing Document approvals, there was no attribute found for PO Header.
