project process configurator is not creating events based on billing cycle mentioned in bill plan

Summary:

we want to create events for every month for a year automatically. we did all the setups

1) created a ppc,

2) created a invoice method and associated the ppc

3) selected the invoice method in the bill plan and associated the bill plan to the contract line

when running the generate invoice ess job. only one event is getting generated. how can we generate all 12 events for a year
