Can we create analysis to fetch terminated workers who HAVE NOT been rehired since their termination

Using worker assignment real time business object

I have created the following analysis to fetch what I though would be sufficient.

However there are people on the report who have since been rehired. I want a list of employees who have been terminated and have not been rehired on the same person number after the termination date.

Is this possible?
