Person Security Profile - Multiple Exclusion Rules

Not sure if I am missing something here, but we have the following requirement:
We need an HR reporting role by Business unit. Building this is fairly easy.
The problem is that we should exclude the Executives (by grade) AND the HR from visibility.
So I need to build a person security profile by business unit, and then two concurrently running Exclusion rules which would remove Executives (3 grades) and employees in HR (one department) from the access.
Result so far: It seems like Oracle only validates the first Exclusion Rule in the list correctly (so it removes the grades) - then it combines the second one with the first.
