Discrete Work Order in decimal quantity

Summary:

Item is having UOM in Each is able to create WO in Decimal

Content (required):

We are having a Discrete Manufacturing and We have observed that a Cloud Manufacturing is allowing us to create a work order of an Item is having Primary UOM Each in Decimal Qty. We are able to create a WO of an Item 15.36 qty of having Each UOM.

Is this a normal function? Is it because Discrete and Process Manufacturing shares the same Cloud space?
