Actions list of value is not complete

Hi,

When we search an employee in the search bar we landing at "Employee Summary" when we click on "employment details" section we do have "actions" button in top right corner.

When we click on this "actions" buttons, we missing some elements for eg (promote, changement assignement, terminate...)

Is it a normal behavior ? does this mean we must only navigate via employment info to do those actions ?

How can we manage to enable those elements if it's not a normal behaviour ?
