How do I configure PPM so that automatically the standard cost rate for a person is used in Budget

How do I configure PPM so that it automatically pulls through the standard cost rate for an individual named in a Budget/Forecast as loaded in the standard global cost rate schedule (SGCRS). Currently when an individual is named, no rate is pulled through by default, and the Project Manager must make an off-system request to the finance team to obtain the information and manually key it.

Can the system be configured so that it will use the rate in effect at the time of Budget/Forecast creation for the entirety of the Budget/Forecast; the system will not use any future period rates already loaded for future periods.
