Benefit OTBI report with correct option names

I need to create an OTBI report to capture benefit details for a specific benefit program. I need to get the information of employees who are elected and declined that benefit program. After checking the results I noticed that for some employees both options ( decline & elect) are appearing and when checked in the system actually they were elected the program. How can I correct this analysis ?

Below I have added a screen shot of the analysis where it showing both options for an employee. In the system this employee is elected this benefit program. How can I remove his decline record?
