How to block and resume the activity based on the VBCS user actions

Summary:

New to PCS and looking for some direction on what API's to use for our requirement.

Content (required):

  1. User submits a request for approval from a VBCS Page and we start a workflow process instance.
  2. With in the workflow, after some activities are complete, it should hold/block an activity. (not sure how to do this?)
  3. After a while. another user goes to VBCS page and works on the request and saves the record. This time, it should release hold/block that was kept in the second step and move to next with in the workflow.

Just trying to understand how this can be achieved. How to keep an activity on hold? Any API's that we can use to release the hold ? Something similar to Oracle EBS workflow API's ...
