Is it feasible to concurrently build a standby database for the new target database while performing XTTS migration and activate Data Guard on OCI

Customer is migrating from Source (AIX) RAC to Target (OCI DBCS: EEE) RAC and the database size is of 4.5 TB.

The requirement is to cut short the post migration downtime for Data guard.
