Is it possible to control when a user receives their login details?

Summary:

When a pending worker is converted, login details are sent to the user. We have an issue where the pending worker is accessing their account and updating details. When the approval of the convert pending worker action then approves the transaction, it fails due to changes being made since the approval was received.

Can I check if anyone else has seen this issue and how you manage it please?
