How to configure PPM so that it automatically pulls the standard cost rate for a person into budget

The PPM Fusion should automatically pull through the standard cost rate for the individual named in a Budget/Forecast as loaded in the standard global cost rate schedule (SGCRS). Currently when an individual is named, no rate is pulled through by default, and the Project Manager must make an off-system request to the finance team to obtain the information and manually key it in.
