Expand Issuing comments in Document Record Notification email template

We are currently working on expanding the comment box for document record email notifications and BPM work lists, as the current character limit does not align with the visible box size.

I've made attempts to customize the ManageDorReport seeded report, with no luck. The changes I made did not have any impact on either the email notifications or the BPM work list.
