Is it common to only migrate 5 years of data from Oracle EBS to Oracle Fusion?

We are implementing Oracle Cloud Fusion HCM by migrating from Oracle EBS. We want to import all data from Oracle EBS (20 years) to Oracle Cloud Fusion HCM, but OCS is recommending we only import 5 years of data due to project timeline concerns and cloud performance issues. Is this common to only import a subset of data? If this is true, what is the recommended approach for access to the data over 5 years old? How do you run reports and update data over 5 years old?
