Automatically add resources on incurring actual amounts is not working for not planned exp. type

Summary:

We have an issue when loading actual costs deriving from good receipt as actuals are added as financial resources on the project forecast, while customer would expect to see them reported on project forecast as resource format expenditure type.

Please find below mentioned scenario:

- PRBS is configured as de-centralized: "Allow resource changes at project level" option is flagged and "Automatically add resources on incurring actual amounts" option is active

- PRBS includes Expenditure Type: Supplier resource format

- Expenditure type is set in Project Resource Breakdown structure, but it is not planned on the project

- Actual costs are incurred on the project from good receipt
