Default Value for Assignment Conflict Rules on Learning Initiatives' Advanced Rules

Is it possible to default the value of "Learners with Existing Completions and Bypassed Completions" to "Exempted from retaking the learning" instead of "Must retake the learning"?

After 23A we activated Activity Sequencing on our test enviroment. Learning Admins are now able to access the Advanced Rules tab when creating Learning Initiatives.

Within these rules we have Assignment Conflict Rules->Learners with Successfully Completed Assignments->Learners with Existing Completions and Bypassed Completions.

Is it possible to default the value of "Learners with Existing Completions and Bypassed Completions" to "Exempted from retaking the learning" instead of "Must retake the learning"?
