workbench is not loading from Custom role, but appearing from Admin Role

Summary:

Custom workbench is not appear from the custom user role, while same appears from the Admin Role.

Even, if I assign ADMIN acl to my user role, then only its appears from the custom user role. I have checked user access, and other ACLs but not sure why this is happening. Any suggestion?
