Global roll out of dynamic skills

Oracle HCM is a product that supports global operations. However, oracle rolled out dynamic skills with two important ‘considerations’ that make it largely US-only with support for only the US language.
How is any global customer expected to roll out dynamic skills when it doesn’t support translations?
In addition, there is a note around not being allowed in an EURA pod. The EU is incredibly large, so how can this entire region be ruled out?
Right now, it seems like Dynamic skills was created with a US focus, which is a shame for global partners.
