in data exchange how to lock a period from loading data

Summary:

a text file is received monthly to load to the prior month in a planning cloud cube using data exchange.

is there a way in data exchange to prohibit a file from loading to any other month than current month minus one.

in September only allow a file to be loaded to August, the file name will have the month CECL_DPL_LoanReceivables_20230731.txt

we use epmautomate command, rundatarule "%DLR1%" %STARTPOV% %ENDPOV%

batch script reads the date in the file name for the POV

we received a text file with July FY23 data today, data exchange loaded the July file, but July is considered a closed month and no data should be loaded to July. today is Sept only Aug data files should be allowed to load.
