Inventory Organization is not defaulted as per the standard setup hierarchy

Summary:

One of our preparer was raising PR on behalf of other requester. He forgot to update requisition preferences and directly click on Enter Requisition Line and changed the requester name over there. When he changed the name of requester a default location got auto populated from Person Management task.

There are two points here:

1. In Requisition preferences of Preparer, setup value of Deliver to Location was tagged to one Organization. For e.g. ABC Org
2. Second point is that, In Requisition line entered by user, auto-populated default to location was not tagged to any Organization.

When that requisition automatically converted into PO, system default the value of Organization setup in Requisition Preferences i.e. ABC Org
