Why Oracle Focus on Job profile in Talent Management and Leave the Position Profile?

Dear All,
We notice that Oracle in the Talent System focuses on the Job profile more than the Position one. Some modules will work only with Job Profiles, like Career Development and Dynamic Stills.
What I need is a business Justification for that, not a technical one, and what are recommendations we have to address to the organizations that used Positions as a core function for them.
How can I utilize the talent modules if the organization depends on positions, not jobs.
Jobs are more generic, but Positions are more controlled from budget, detailed, and disciplined.
