HCM exclusion rules are not working as expected

Hello,

We are facing a serious issue with the exclusion rules that are applied in the Person Security profiles of the data roles in use of the HR, and specifically with the exclusion of SHOP and COMMUNICATION. Let me clarify.

The Person Security profiles that is used is this:

The Exclusion rule of "Exclude SHOP and COMMUNICATION" is this: 

The exclusion rules are working as expected for the majority of the employees of Communication function and SHOP, yet we are able to see 1 employee who belongs in the Internal Communication Intern, which is under the job family of Internal Communication as it can be seen here:
