Help with setting up Map View in OTBI - Map showing marker on incorrect States

Summary:

I'm looking to create a headcount by State/City/County report and use the map feature to display the results.

State appears to be working correctly and the headcounts match the table. However, I'm running into issues with the County and City. It appears that the map is basing it off name alone, so when multiple Cities/Counties share the same name it is putting the headcount towards those. Is there a way to include the State or Zip Code so that the headcount is attributed to the correct location?

I'm looking to use the following fields to pull an active headcount for active employees:
