Prevent to ship partially an order through Parcel manifests

Summary:

Hello,

we have orders shipped through parcel carriers, enabling the manifest process instead of the Outbound Load creation. In that case, the order type flag "Single Order on multiple Loads" which is used to prevent shipping the order partially does not affect the manifest process, so I can close the manifest even if I do have pending tasks for the order. Is there anything to prevent it?
