Created initiative for learning but not getting enrollments

We would like to assign learning automatically to the new hires.

We would like to assign learning automatically to the new hires. We created the initiatives and the analysis to make the criteria. But when the employee gets hired he is not getting enrollments for learning. Can anyone help me with the RCA?
