How tunnuling works in LBAC if we have 2 tunnels and user is using public network

We are enabling LBAC for client, we have shared all info related to IP and other stuff, but Client wants to know how exactly Oracle login is getting the IP address & taking the decision over the public or private.

Basically client is Stating they have 2 tunnuling so if anyone is having public network so they send data using public tunnel, so how LBAC will work in this scenario.
