Unable to upload ExternalBankAccount via HDL because of PartyID

When attempting to load ExternalBankAccount.dat with HDL,

the following error occurs:

You can't create a bank account for a person without a party ID. Run Synchronize Person Records or Maintain Party and Location Current Record Information. (PAY-1636576)

Already did all the recommendations that are on the following Documentation plus the two Jobs the message says to run, but the PartyID won't generate for the Worker (Tested it sometimes in 2 days but nothing until now). Does anyone knows how to fix it?
